starter switch

tried starting my 300 the other day and it wouldn't start.Thought it was the starter and the solenoid but both checked out fine. the battery is semi new but is only showing 12 plus volts, still think that would start it,at least turn it once, question is ,is that too low or is the ignition swith the problem,If so, how do you check the switch? also tried jumping it and it would not turn over, Ideas?
