M Carb problem

On my Farmall M 1950, when the gas is on, the gas will come out a hole on the verry bottom of the carb. And then if you screw the drain plug out it will stop but as soon as you put it back in it starts leeking. My dad thaught it was like a thing that stops from fluding.
