Jesse about the only option you have is to drill and tap two places 180 degrees apart in the tapered bushing. Careful not to damage the shaft splines in the process. Then insert threaded studs and put a bar across those studs and use nuts on the studs to force the tapered bushing out of the pulley tapered hub. You may want to hit the pulley hub with some heat to encourage it to enlarge and release it's grip on the bushing. Not too much heat or the shaft seals will be damaged. The special splined tapered bushing is now scrap so it will have to be replaced.
