My H would do the same thing. Took of carb, clean as it can be, Checked mag, good clean points, hot blue fire, looked in tank, LOOKED clean as can be. Took off fuel bowl, OK, a little rust here, Drained all the fuel out of tank, was slow drain, OK, I got a clue, took off tank, got over half a gallon of rust and dirt out of the tank, cleaned, etched, sealed the tank. Problem solved. The thing to keep in mind, when an engine is surging, 95% of the time, it is a fuel problem. When it surges, basically the engine is running good, runs out fo gas, then gets more, then runs out, then gets more, henceforth, the reason it goes up and down, the tractor is dying and then rstarting itself, but doing it fast enough not to completely quit.
