Lookin at a Farmall 450

Drove 100 mile round trip to look at a gas 450,fair original paint with a big dent on nose cone missing some emblems. Back tires are older Firestones 15.5-38 with less than half tred and a couple small breaks. Speaking of brakes there aint much and lots of wet oil on pan. The TA works but couldnt put load on it with the weak brakes. It needs a good tune up too. Doesnt seem to smoke except carb way to rich when throtle is opened up.It does hold good oil pressure even hot at idle. Im not shure about power steering.When tractor is parked I couldnt turn steer wheel but works when moving except a little jerky when RPM was low. Is that normal or is power steering going out. The guy wants $2200.00 and I offered 2000.00 cash. I think 1800.00 more in line. Please , I need lots of opinions from you all.
