cdm: I doubt if anyone can put a better name on the cover than you have, unless they might call it an inner axle cap. You best source will be a scrap yard or used tractor parts sales. It should be an easy find as the A, SA, 100, 130 or 140 cap will all fit. Keep your eye on other equipmant as I'm sure IH used that cap on other applications. Just to be curious, which side is missing? Quite often on the left side these tractor had what is called seed plate drive. In that case the cap had a hole in center with an extension shaft from axle through the hole and a seal around the shaft. This was used for driving seeders and side dressers. I said left side, however I expect it could be mounted on either side depending on equipment being driven by it. Quite often when you see the cap missing, someone was actually after the seed plate drive and didn't bother to replace it with the cap.
