444 International Diesel Tractor

I have a question pertaining to my 1977 International Tractor. I bought second hand, and am wondering if they come with a vent pipe?
I have problems with fluid blowing out of it.
They have a small T and they have the hydraulic line coming back to one side of the T and they have a plug on top with a split in it (to relieve the pressure of the tank). I believe that it should have a vent on it, I don't they have the right system on the tractor, I think the return line is too close to the plug. Any info would be greatly appreciated Cyril
