Help Me Understand...Bearing Pre-load

Putting the left side axle assy. back on my 1486. Inside axle bearing failed, so I replaced all the bearings on the left side and cleaned the belly of the old gal out. So here I am, looking through the pages of my IH Chassis Service Manual, and it says that when setting the pre-load on the axle cap, you have to have the other side cap loose.
Here is my question, WHY?

Am I overlooking something simple?
