How much play in the input shaft? Did you replace with a new spring and have the hooks facing the outside of the housing? Are the springs on the throttle hooking holding tight the little fitting hooking to the input of the gov? Is the surge spring loose and not set too tight? Remove the screw and see what that does. If it is set too tight affects the idle speed. Is the linkage set correct going to the carb from the gov? All these things will cause bad throttle response.
