With the carburetor-to-governor linkage removed at the governor lever, the carburetor butterfly shaft should reach it's "end of travel" just before the governor lever does. If the governor lever moves A LOT beyond the point where the carburetor throttle is wide open, you have worn or missing parts (thrust bearing, etc.) in the governor. A governor in that condition will not be able to pull the throttle butterfly closed enough to prevent "engine runaway". If it is more than 1/2 hole "off" you MAY be able to adjust the length od the linkage between the governor and the carburetor enough. Otherwise, it's rebuild time. You might also check to be SURE the carburetor's throttle butterfly plate is correctly in place, and that both little screws are present and TIGHT.
