I would guess your plow frame is mounted high on the tractor, and the angle from the pivot point to the cutting edge of the plow is not very perpendicular to the ground. If it is much of an angle, the resistance of the snow will tend to lift the tractor front up, and lessen the traction the front wheels need to steer. When the plow in down, the plow frame should be about level with the ground from the pivot point to the plow. If this is not the case, you could revise the mounting brackets to allow a lower point of pivot, to get the plow frame as close to level as you can.
