If you are going to rebuid it anyway, take the head off and see what is going on, if it is very stuck it will have to come apart anyway, and if it is not you can still oil, heat, tap and rock it and your maybe only out a head gasket. And if the engine CAN be loosened with a liquid penetrant I think any of the popular anti-corrosion cocktails would work. PBlaster is the only one for stuck parts in my book.
