Joe: I saw this last evening, figured you'd have an answer by now. I have one of these somewhere in my possesions, problem is just where as my 560 has been gone for 25 years. If you don't get a better answer, the factory tool was made out of close to 3/16 by 5/16 stock. Not sure that is exact. I would judge it to be about 12" of stock to begin with. Since you know the shape, try bending the curves each way over a 8 inch pipe. 8 inch may be a bit too large. It is shaped like a one side chisel on the end going into pto. I don't think this tool has to be as exact as one might think, as I have done it with a bent screwdriver. In fact if I were making one, I'd be tempted to start with a new screwdriver, as the handle would be much easier on hands than the factory tool. It wasn't perfect.
