Try greasing it first. There are two grease zerks, one on the carburetor side of the pump body and the other is on the shaft behind the fan. The packing nut is the star washer on the front of the fan but you may not have much luck tightening it. You do have to remove the radiator to remove the pump if the fan shroud is in place. Take the big nut off the front of the steering shaft where it would come through the gearbox then split the steering shaft at the u-joint and it will screw right out the front.
