An easy way to do it if you have the tank off the tractor is to pour a couple gallons of diesel fuel in it. Then, pour a carton of BBs (the ones that look like little cartons of milk) in it and slosh it around. The BBs and the diesel will scour the tank out pretty good. Do this a couple times a day for a couple days. When I did the tank from my "H" I sat it atop a large rubber trash can for support. Made it easy to slosh around by rocking the trash can back and forth. The BBs are small enough to get behind the baffle and are inexpensive. Hope this helps.
