Check the ink color on the ID tag on the generator. Delco Remey used the tag ink color to identify the proper ground polarity for the unit- red for positive ground and black for negative ground. Stuck cutout relay contacts are a common clue that a reverse polarity problem exists. Odds are high that you're gonna put on a new regulator, so be sure to do the generator re-polarizing procedure per the instructions with the new regulator. Good luck!
