tractor value

I hope that someone can give me some help on what this is worth. I have found a Massy harris pony 1949 model. Here is what I know about it. It had a broken piston. He replace the piston and all of the rings and all of the bearings. After he got it put back together it would not run. He thinks that it needs the valve ground. It has the cycle bar mower to come with it. He has done alittle repainting but not a total repaint. Been sitting a couple years lost interest and wants to get rid of it. What should I offer for it that would be a fair price. Thanks in advance Steve.
