It is probably a siezed brake. If it is stuck in gear the differential will make the wheels turn in opposite directions. There is a possibility a bearing has come apart and has the wheel locked. I assume you are dragging the tractor and observing the wheels. Engage the PTO and drag it again. If the PTO is turning it is an indication that some things are OK inside. Next step is to remove the brake drum housing. It would be best to jack the tractor up and rock each wheel independently.
