Engine overhaul needed?

My '46 H is running. Doesn't sound great cause it has no muffler. And the carb is pouring gas out of it. So it needs help. Now, I had planning on taking the motor down to the block and replacing the pistons, sleeves, and rebuilding... But do I need to do all that? I could still take it down to the block to get that cleaned out and tested (isn't there some sort of test to make sure the block is ok?) But do I need to replace all the internal stuff since it's working? Or is it better just to replace it since I have it all broken down just to avoid any problems in the future?
I'm double guessing previous decisions I have made with consideration to costs.
