The high speed screw is a "cut" screw. It doesn't have a "sweet spot." Max power is obtained with 5 turns out, you can turn it in for better economy, but it should not be adjusted like the H carb -- (in until rough, out until smooth). That will cause it to sputter under load. If you have it 4 or so turns out, you have other problems. I doubt if it is fuel flow, except that some inline filters can cause problems. I wouldn't use one unless there is absolutely no other way to keep the fuel clean. Sometimes you have to soak them a long time, be sure you use carb cleaner, not parts cleaner.
