If the float level is too low, even choking wouldn't help bring the engine rpm's up past low idle speed. Don't know which carb this unit has , but our Super C has a non-adjustable main jet, & depends on fuel level in the bowl to get correct air/ fuel mix. Just something to check if the mag thing is O.K.
