Hydraulics not working right

I have a 1937 McCormick Deering T20.
It has aftermarket hydraulics. I am unable to get the blade to lift. I have lots of down pressure, as it will pick the front of the tractor off the ground. I have replaced the control valve with a one spool control valve with float preset pressure at 2000 psi. I was told that I needed a pressure control valve on the return line from the control valve to the tank.
Any help or information would be greatly appreciated.
