Turn the engine over again by hand to make sure it's still free. If it does still turn over then unhook the plug wires and put the tractor in road gear and crank it over. If it will still crank in gear you should be able to hook the wires back up and pull start it by slipping the clutch to get the engine turning. Where you mention water in tires I'm guessing it has rubber tires not steel wheels. If it has steel wheels and no lugs on them you'll likely never get it to turn over by pulling. Jake
