1066 torsion bar?

I have a '74 1066 and have what I believe is a torsion bar broken. First indication was the plow jumped and seemed to have more clearance on the right side than the left. Upon further investigation, I found a shaft comming out of a tube on the right hand side where the lift arm connects that was sheared off at the splines that goes into a crank like fixture holding the lift arm. What kind of trouble am I looking at in the replacement of this shaft? Is it a major job with major expense? Can a well expirenced shade tree mechanic do it, or is it a shop job?
