If it where my tractor I would start by filling the cylinders with tranny fluid. That will lube up the cylinder, loose the rings if they are stuck and help keep from haveing a dry engine when you first turn it over. Let it sit that way a day or so then turn the engine over with the plugs out. Then do a full tune up on it and see what happens. You may also have to work over the fuel sytem
