how many belts on a 300u?

Hi guys, Today, while mocking up my power dump cylinders for my loader, I noticed a belt underneath my tractor. It looks quite old, so I looked at the front of the engine. Here's the thing, there is one belt going from the crank to the water pump. There is a pulley (without a belt on it) also on the waterpump (its a dual pulley). Now for the life of me I cannot find anywhere this belt would go onto. I havent taken the hood off yet. Does the 300u have 2 belts? or was someone just too lazy to throw this broke belt away and just threw it down by the radiator? The belt on it seems fairly new and is why I'm thinking maybe this is the case, but then what is the other pulley on the waterpump for?
