That looks like the bottom attachment bolt for an aftermarket 3 point hitch. We had one like it some time ago. I'm sure you could use some bushings in the cylinder and use the 5/8" pin. Be sure and measure the overall length of the old cylinder as well as the diameter as it may not match a new cylinder.
