You may have just seen the steam because of the broken overflow tube.
You can make a temporary bottom plate from a sheet of 1/4 plexiglass or similar material. You'll need enough clearance for the bottoms of the tubes if you make one.
You can re-solder the overflow tube and re-use the radiator if it looks ok otherwise. It is a non-pressure system - the later ones were low pressure systems. Aftermarket replacements run about $140 if you decide to replace it.
