If the broken bolt is still hanging up in the hole, I would use a die grinder to remove enough material to clear the hole. A drill carefully centered (using a center punch) on the broken bolt head will also remove the excess. Use a drill just a 64th inch bigger than the bolt, and stop just at the casting Enough room must be made to have the drill motor aligned with the bolt!
If it is still hanging to the housing, there may be other bolts you have not removed. It should slide out cleanly.

Welding the casting that is broken can be done so well that when ground back to smooth it will not show. Not an easy weld, but doable. Good luck, JimN
