Well, they're 25-30 years old by now, so just about anything could be wrong. If it's got dry fertilizer, make sure the metal pieces at the bottom of the boxes that the tubes connect to aren't rusted out. Make sure the PTO is correct for the tractor you want to run it with. It's very expensive to convert one from 540 RPM to 1000 RPM or the other way around. I agree with what the other guys are telling you, if you want a inexpensive, simple, and reliable older planter, get a Deere 7000 or similar. The old 400 will be cheap to buy but they are much more complicated and can be touchy.
