I agree with Chuck, Rings will feel very stickie if placed by hand. THe ring grooves need to be cleaned with a ring groove cleaner, or scraped out with a piece of broken ring (very carefully to avoid scarring the ring lands) If the hatching is 45degrees, and done with 350-400 grit stones, and the grooves are clean, and the gap is spec, run it. New engines will be tight at startup. Change the oil at 10 hours, and use 15-40 oil. Prime the oil pump through the pipe plug near the filter with a squirt oilcan till it is not going to take any more. (this primes the oil system, they are notorious for loosing prime.
