Microsoft "Paint" is an easy one. If I open a photo, then right-click on it, there is an option from the drop-down menu that says "open with", and if you left-click on "paint" your picture will be in that program. Then left-click the "image" tab at the top, and left-click on "stretch/skew". There will be horizontal and vertical percentages there. Downsize the same percent for each, and then when you close "Paint" it will ask you if you want to save the change, and click "yes". (You may want to make a "copy" of your picture first, and monkey with that, rather than screw up your original. When I"ve tried to downsize pictures, I use conservative percentages so I don"t go too small, and just re-do a bit smaller if need be, until it"s where I want it.
May not be the simplest, but it"s the only way I know, and works well for me.
