If she removes the panel that is next to the park lock lever/in between the clutch pedal and brake pedals, she will be able to see the entire external speed transmission linkage. There's a long shaft that runs from behind the steering column down to the top of the speed transmission. This shaft turns as the lever is moved. Between this shaft and the shaft going into the speed transmission, there is a coupling. The roll pins that join this coupling to the shafts often break, causing the "lever moves free" symptom. Often, you'll find the roll pins replaced with nails or bolts or whatever the old farmer had on hand. Get the correct double roll pin from Case-IH. What doesn't sound good to me is that you say the tractor acts like it is in two gears. Be careful while engaging the clutch until you figure out what that's about. Hopfully the internal shifting parts of the speed transmission are OK, as you need to remove the whole steering column/fuel tank assembly to work on that.
