Govenor? no power

Cant figure out why my farmall cub wants to stall out after its under a load for about a minute? It will run all day long with no problem,but soon as i go to mow the grass it wants to stall.(engine will smoke out of the oil dip stick). It started last summer,so over the winter i rebuilt the engine,(Timeing marks,timeing,and all other specs. are good. Cleaned govenor,didnt help. Tried different govenor,didnt help. Cleaned distributor, weights move freely (new tune up),didnt help. I still think the proublem is in the govenor but just cant figure it out. Any sugggestions? Thanks.
