A starter with brushes hanging up, or worn to stubs can and will act the same way. If the jumping of the starter does no good, take a plastic mallet, and rap the starter at the end frame (away from the mount bolts) two or three times Modestly hard, don't break it. This settles the brushes one last time allowing you to know it needs to have the brushes, or possibly a loose connection in the starter repaired. Good luck, JimN
