Why didn't you fill all the cylinders?? With out haveing the head off you can't be sure which cylinder is the one that is locking it up. Also my self I won't use a mix of stuff just one of them. My self I use tranny fluid and so far out of more then 10 tractors it has worked all but one time. FILL all the cylinders with tranny fluid, then take a good battery and set in on the tractor after a day or 2. Hook the battery up and do short fast hits of the starter button. A starter will put out a lot more torque then you can by useing the hand crank or even one of the rear tires. BTDT and found out the starter will brake them free if they are going to brake free. Make sure you put the plugs back in when its sittting and pull them when you try to turn it over. Also be prepared for a mess of oil flying out the plug holes when it lets loose. I just popped an Allis C free last week and it purrs like a kitten now
