Assuming the hydraulics are a belly pump/liftall, and that it worked when shutoff.
Pull the tractor backwards slowly with the trans in reverse. Hold the clutch down and pull the loader lift lever out. This will allow the belly pump to operate in the correct direction and lift the loader as though the engine was running.

I agree with Old on the use of ATF in the cylinders. Extend the arm of the crant to gain some leverage with the wt. and use a 12v battery to bump it. Good luck JimN
