Matt,
Check with the local co-op to see if they have a small no till drill that they rent. Usually the fee is by the acre ($12 to $15) and at that price a person cannot justify owning one. Most used drills on the market in this area are so large that the horsepower requirement would excede your tractor's. A pasture renovator might meet your needs since you are planting wildlife plots. Look also at using an aerator/plugger to scratch up a seed bed and broadcast the seed from a slinger while pulling a drag harrow (golf course technique) Good luck
