I'll add to Nats comments that the little insulator that allows the points to be connected to the outside world can be grounded causing no spark. Pull the cap off with the switch on (in neutral) use a screwdriver to fiddle with the points gently. lift up on the movable point and tickle around them (don't pry) if you see some sparking at the points, the insulator is OK.
