Everything is possible with enough incentive. If it is screwed together, not riveted or grimped, it can be rebuilt (with effort). Using cloth reinforced neoprene sheet to make a new diaphram, (or fule resistant specialty reinforced sheet it could be done. Probably not for 80 bucks.
A alternative is a electric impulse pump, "Facet" is one brand. that can replace the mechanical pump for about 30$ you need to blank off the pump mount and install the electric where it is well protected from dammage. JimN
