If no speed change when pulling back on T/A handle the T/A clutch is not releasing as you suspect or T/A gears or shafts may be damaged and locked up making the hole unit turn as it does in dirrect drive even if clutch is releasing. Thats not likely though. If everthing on clutch T/A linkage was working the T/A clutch should have ben releasing ever time the main clutch was pushed. If so the clutch shouldn't be stuck if tractor was used regularly. Also if the T/A clutch is not releasing and you can shift transmission gears with no trouble all the time the T/A probably is out on low side. Best I can tell you without looking at tractor is start checking T/A clutch parts from outside to inside. I know on a utility its a pain to remove the top cover over T/A clutch. If it is stuck try working the tractor with handle in low, the vibration mite loosen it.
