The lift cylinder on a 504 is inside the cast iron box under the seat. It is all set up with draft and position control. The rockshaft (lifting arms) are integrated and come from the same box. If you have the valves, you must have the rest of it. Sounds like somebody removed the external portions of the fast hitch or 3pth. The 504 came with either setup. You will have to go to a salvage yard to get the missing pieces. Get a parts book to see what it is you are missing. If you want details, it is all there. I suppose you could go after market and use a hitch made for a H or M but that system is inferior to the IH product and it won't add value to your tractor.
