I mean, in one way it is true, the tolerances are too tight which is why its stuck. The problem is when it frees up its quite likely to have (or develop) a broken ring. Its also real easy to break other stuff if you hurry while freeing up a stuck engine. This isn't to say a stuck tractor engine is the end of the road but I don't think I'd ever prefer one...
