I guess the first thing to do would be to jack the front of the tractor so that the front wheels are completely off the ground and then turn the steering wheel. You should be able to turn the wheel using just your finger. If not, you need to find out why. Are the front spindles greased? will the grease zerks take new grease? How about the grease zerks on the drag link? How about the steering gear box itself? I've never seen a W series with power steering. Pretty sure the common Char-Lynn or Behlen units would not adapt, but probably something could be retro-fitted.
