The lumpy idle is not the fault of the governor. I'd say there are still some issues present with the carburetor. I don't quite understand why someone would put new tubes in old tires that need replaced? Engine was rebuilt 500 hours ago, I would ask to see the paperwork, reciepts for the parts, statements from the machine shop, etc. I think you have probably found a fairly solid tractor, but you will be spending anothe $1,000 or so to put it in top notch condition. I would do my best to get the price down to around $800 to $900.
