If you are choking it as described below, the choke plate may be an issue. Remove the big rubber hose on the carb and look into the hole with a flashlight. If the choke rod/ring is pushed in (away from operator) the choke plate should be flat to the ground and not restricting the air flow. If the ring/rod is pulled out, the plate should be completely blocking the air flow with near perfect seal around it. If it is not, or if it is not moving, the little lever on the shaft may be loose, or the plate loose on the shaft, or not centered. They have been known to fall out entirely. Good Luck, JimN
