Sounds like that is not the original engine. Someone probably replaced the original high-altitude engine with a regular C248 out of another tractor or power unit (or a plain old replacement engine, "long block"). Compare the casting code (e.g. "3 11 W", two numbers followed by a letter) of the engine block with the transmission housing. It's very likely that the engine is not from the same year.
