To determine if you've got a pump problem, you need to have the hydraulic system pressure tested and flow rated. A hydraulic gauge isn't expensive, but a flow rater is, so if you're friendly with the local machinery dealer, it's best to borrow, or even ask if they'd send out a mechanic to perform the tests. Slow and leaking down, however, make me think that maybe you have a valve problem. The oil is leaking by the seals in the valve instead of going to the loader. A tired pump would cause slow response, but I don't think it would cause a leak-down. I'd check the engine oil level just to be sure that you're not pumping hydraulic fluid into the crankcase.
