Are the new points clean and shiney, or did you gap them with an oily feeler guage... even a fingerprint on the feeler gauge can transfer to the points, and mess them up. Do you have the "kill" wire from the switch completely removed from the mag, to rule out a bad wire or switch from bleeding away spark energy. Have you checked for spark coming out of the high-tension tower on the coil, BEFORE it gets to the cap and rotor? IF you have spark coming out of the coil, do you have the little gears that drive the rotor timed correctly?
