I don't recommend "tweaking" the governor, but since it's your choice to do so, It sounds like you are on the right track. Mark the adjustment screw, then loosen the locknut, and back the screw out one turn, and see where that gets you, RPM-wise, and go from there.

If it doen't have the desired effect, since you took note of how much you moved it, you can always put it back where it was.
